Hal tersebut dibuktikan dengan telah ditetapkannya Pulang Pisau di wilayah Kahayan Hilir sebagai lokasi kampung papuyu oleh kementerian perikanan belum lagi potensi nelayan laut di pesisir kecamatan Kahayan Kuala. Respon tersebut dilakukan dinas perikanan dengan melakukan berbagai inovasi pencarian sumber anggaran dari pusat dan sumber lainnya sebagai upaya melakukan inovasi dan pembangunan bidang perikanan. “ Kita terus berupaya membuat inovasi dan strategi dalam mencari potensi sumber anggaran baik dari pusat dan sumber lainnya tentu tujuannya dalam rangka memperbaiki ekonomi masyarakat nelayan di berbagai wilayah Pulang Pisau, hal tersebut juga sebagai upaya merespon keinginan bupati untuk memajukan bidang perikanan,” ucap Slamet.
